    SPOKANE – A new judge will be presiding on the Spokane County Superior Court bench effective Jan. 8. Dean Tze-Ming Chuang was appointed to the post on Thursday, Dec. 21, by Gov. Jay Inslee.     CHENEY – The U.S. Fish and Wildlife Service will conduct controlled burns at Turnbull National Wildlife Refuge during the fall and winter months. These burns started Friday, Oct. 13.     TUMWATER – The state’s minimum wage will jump 54 cents per hour on Jan. 1 On Friday, Sept. 29, the state Department of Labor and Industries announced it will raise the minimum wage from $15.74 per hour to $16.28 per hour effective Jan. 24.
