    Pullman Washington-based Schweitzer Engineering Laboratories recently published its 2023 Index of Freedom report. The report ranks all 50 states based on government efficiency, regulatory freedom and energy resiliency. The top-performing states for 2023 are Utah, South Dakota, North Dakota, Idaho and Nevada.     OLYMPIA – Washington state fuel prices fell for the first time in months, but still remain above $5 a gallon. Despite the decrease, the Evergreen State still has the second-highest gas prices in the nation, behind only California. At the beginning of the year, the average price at the pump in Washington state was $3.84 per gallon.
