    A bipartisan bill introduced in the Rural Development, Agriculture & Natural Resources Committee would reduce the business and occupation tax for manufacturers and publishers of printed materials and periodicals, excluding newspapers.     Adam Kirk Kytonen, a Level III sex offender, has registered his address on the 14600 block of West State Route 904 in Cheney with the Spokane County Sheriff’s Office, according to a notification. Kytonen was convicted in 1998 of rape in the second degree of a 57-year-old female, and first-degree rape of a 27-year-old female in 2000. He was released from custody in 2015.
