    CHENEY – The Christmas Gifts for Cheney Children program has had another successful year. According to Cheney Outreach Center Executive Director Diana Davis, the program for 25 years. Davis said she is seeing some changes in community needs. The goal each year is to gather enough donations to help children in low-income families receive Christmas gifts when they might not have the opportunity otherwise, she said. The rate change, which encompassed water, sewage, and garbage collection taxes, was approved by the City Council, 5-1, during its Dec. 18 meeting. Lorraine grew up on the dairy farm her parents owned near Four Lakes, Wash. She was married to high school chum and neighbor Ted McMillan in 1945. They continued farming with E.F.     Many after-Christmases, I take my undecorated Christmas tree to the porch, deck or patio. If my location has access to a plug-in I string outdoor twinkle lights then hang balls and squares of suet.
