Cecil Michel to spend 33 months in prison

SPOKANE — A convicted sex offender has been sentenced to 33 months in prison after failing to register with local law enforcement.

Cecil C. Michel, 64, of Inchelium, was sentenced March 6 by U.S. District Court Judge Thomas O. Rice, court records show. The sentence includes 33 months for failure to register as a sex offender and 18 months for violation terms of his parole. He was also sentenced to five additional years of parole after release.

Court records show Michel was convicted in 2004 for abusive sexual contact. Under federal law, he is required to register his address with law enforcement for 25 years.

Michel, who has already been convicted twice of failure to register, left his former home in Spokane in August 2022 and did not return, records show. He was arrested in June of 2023 at his new home in Inchelium.

Records show he did not register his change of address with either Spokane or Ferry Counties.

Michel previously failed to register in 2019 when he moved to Inchelium to live with his daughter, court records show.
