Man arrested for driving under the influence

SPOKANE VALLEY – A man who has a prior vehicular manslaughter conviction was charged with a felony DUI. He was released after his initial court appearance.

On November 14, 2023, just before 4:00 pm, an AMR Medic reported a possible DUI driver on 32nd Avenue, just west of Pines Avenue.  

He explained he observed a black BMW stopped in an eastbound lane of 32nd, blocking traffic.  The male driver, later identified as 62-year-old Scott C. Reckord, was slumped over in the driver’s seat with the vehicle still running and in gear.  

He approached the vehicle, opened the door to check on Reckord, and attempted to wake him.

 When he did, he could smell a strong odor of alcohol.  

Reckord appeared to try and drive away, so the medic placed the vehicle in park and removed the keys from the ignition.  

Reckord attempted to walk off into oncoming traffic, but he advised Reckord to sit back in the car.    

When Deputies arrived and contacted Reckord, they noted smelling a strong odor of an alcoholic beverage emitting from his breath and person.  

His speech was slow and slurred, and his balance was poor.  An attempt to conduct field sobriety evaluations was unsuccessful due to a lack of participation/ability.    

Reckord was advised he was under arrest for being in physical control of a motor vehicle while under the influence of alcohol/drugs.  He was advised of his rights and refused to answer questions.  

A criminal records check showed Reckord was previously convicted of Vehicular Homicide in 2012, making this arrest a felony.  

A search warrant was granted to obtain Reckord’s blood for testing, and a sample was collected.   

Reckord was transported and booked into the Spokane County Jail for being in physical control of a motor vehicle while under the influence of alcohol/drugs, a felony.   

After appearing in Spokane County Superior Court, Superior Court Commissioner E. Cruz ordered Reckord to be released on his own recognizance.
