Council votes for cooperation agreement

SPOKANE VALLEY — The City Council unanimously passed a motion to authorize the City Manager to execute a Cooperation Agreement for Community Development Block Grant (CDGB) and related funds at its regular meeting on July 25.

According to city documents, CDGB grant funding available for 2023 is $605,710 and $402,820, respectively.

In 2023, the County qualified for Emergency Solutions Grant (ESG) funding for the first time in the amount of $146,506, according to reports made available at City Council’s meeting.

The City is not entitled to ESG funds. Since 2005, the City has elected to defer its entitlement and participate as part of the urban county consortium.

At the July 18, 2023 Council meeting, the Council expressed concern about the minimum

number of representatives in Section 17.

The agreement does not change Section 17, and the number of representatives is set through the HCDAC Bylaws at 4 representatives for the City.

Given that the number of representatives is based on population, no change is proposed for Section 17.
