City Council votes on Barker Project

SPOKANE VALLEY —The city council voted unanimously on a motion consideration for the Barker Road Widening project at their regular meeting on June 6.

The current project, according to reference documents, is the last segment of the multi-phase project and will construct the remaining road improvements connecting both east and west ends of Euclid Avenue including the Union Pacific Railroad crossing and the multi-use path from east Euclid to the Barker Grade Separation Project limits.

According to reports, Consolidated irrigation District No. 19 intends to install a water main within the limits of the City’s roadway project and is partnering with the City to include the water main construction as part of the current project.

Spokane County intends to install a sewer and force main within the limits of the City’s roadway

project and is partnering with the City to include the sewer construction as part of the City’s project.

Total budget established for this project is $4,402,550. The City’s roadway project was designed in-house, and Spokane County and the Water District designed their portions of the work. The project was advertised on May 5, 2023. City opened bids on June 1, 2023. The Engineer’s Estimate was $2,649,536.00.

City Council removes preservation projects

SPOKANE VALLEY — The city council voted 6 for and 1 against on a motion consideration to add the Barker Road and Interstate 90 interchange project and to remove several arterial preservation project items from the Federal Legislative Agenda at their regular meeting on June 6.

The Unified List of Transportation Priorities communicates Spokane Regional Transportation Council’s needs to the legislature. At the May 30 administrative report for the Unified List, City Council reached consensus to add an arterial preservation project to the Unified List submittals. The project location was to be recommended by staff. Considering the regionally significant elements such as traffic volume, economic impacts (activity centers & designated freight corridors), and equity considerations (Environmental Health Disparities Map), staff recommends the complete limits of Sullivan Road.

Additionally, the May 23 City Council meeting included an administrative report on the 2024-2029.

Council discussed the potential for adding the Barker Road & Interstate 90 (I-90) interchange

project. Staff asked for additional time to discuss the potential inclusion of the project.

At the June 6 meeting, the council voted to remove the arterial preservation project and add the Barker Road/I-90 interchange project.
