Apartment building proposed at Second and Vine

A proposed two-story, 32-unit all studio apartment complex promises to continue the growth of multifamily housing options in Cheney, as well as bring in needed construction sales tax revenue for the city coffers.

Cheney’s Community Development Department has issued a mitigated determination of non-significance on a construction application and State Environmental Protection Act checklist from Landmark Construction and Development, Inc. for two, two-story, 16-unit buildings to be built at the corner of Second and Vine streets. The site’s current zoning is C-2, commercial and carries a comprehensive plan designation of R-3H, residential high density.

An existing large storage shed currently on the site will be demolished.

According to the application, construction will provide 32 off-street parking spots for building occupants. When fully occupied, the property, to be managed by Cheney Real Estate Management, Inc., will generate an estimated 106 vehicle trips per day.

Landmark Construction and Development/Cheney Real Estate Management’s Ryan Geschke said each of the 400-square-foot units will include a washer and dryer. Geschke said the real estate management company has seen a need in the last few years for more high-end studio options in the city, which in the case of Cheney Real Estate Management are units that tend to fill up fast.

“They’re a good alternative to the dorms,” Geschke added.

Once the application is approved and proper permits obtained, Landmark hopes to begin construction on the estimated $1.5 million project this fall, with a target date for opening in time for renting by the beginning of Eastern Washington University’s fall 2016 term.

No public hearing is required for the application. The project comment period runs to the end of the business day on Sept. 9.
