Spokane County Sheriff’s deputies, with the assistance of K9 units and Air 1, located and arrested a suspect after a pursuit and foot chase ended in the area of Four Mound and Craig Road early Tuesday morning.
On Oct. 28 at 4:10 a.m., Spokane County Sheriff’s Deputy Ian Hays observed a 2001 Honda Prelude traveling west on Trails Road. Radar showed the vehicle’s speed at 72 mph in a posted 45 mph zone. When Hays attempted to catch up to the vehicle, the driver, later identified as 38-year-old Cephas W. Parham, accelerated and began to flee. Parham continued his attempt to escape Hays as he turned on several roads and reached estimated speeds of 50 to 80 mph.
In the area of Four Mound Road and Craig Road, Parham crashed into a guardrail, went over an embankment and struck a tree. Parham ran from the vehicle into the woods. Hays could hear brush crashing as he waited for additional units to arrive. Several announcements were given advising Parham to surrender and that a K9 would be deployed to track him but they were ignored.
Two K9 units and their handlers along with several additional patrol deputies and Air 1, arrived in the area to assist with the search. At one point, Air 1 located Parham climbing on a rock ledge but lost sight of him after he ran back into a treed area of the rugged terrain. Ensuring Parham didn’t run, Air 1 continued to fly over as deputies searched the surrounding area.
Two deputies and a K9 unit eventually located Parham hiding in a tree and he was quickly taken into custody.
Deputies contacted the registered owner of the vehicle and learned the owner knew Parham, but had not given him permission to take the vehicle and wanted to report it as stolen.
Parham was transported and booked into the Spokane County Jail for felony charges of possession of a stolen motor vehicle and attempting to elude law enforcement. He was also charged with hit and run, property damage and resisting arrest, all misdemeanors.
