    WEST PLAINS – A $2.2 trillion stimulus package passed unanimously by the Senate late Wednesday night contains $377 billion in funding designed to help small businesses. “There is a lot of relief targeted at small businesses,” Washington 5th District Rep.     RITZVILLE — Business groups around Eastern Washington are conducting surveys on the impact of the COVID-19 coronavirus and the response by government agencies. Adams County Economic Development in Ritzville, West Plains Chamber of Commerce in Airway Heights, the Southeast Washington Economic Development Association in Colfax are among them.     AIRWAY HEIGHTS -- Fairchild Air Force Base has upgraded its health protection condition from Bravo to Charlie in response to Washington Gov. Jay Inslee's proclamation issued Monday night, March 23, to residents to stay home. In a March 24 news release, officials said base access is now limited to Department of Defense identification card holders and those required to work on base, with few exceptions.     SEATTLE -- The King County judge who initially blocked the $30 car-tab cap denied most of the challenges to the taxpayer-approved measure. Superior Court Judge Marshall Ferguson ruled this morning, Tuesday, March 24, that the measure meets constitutional muster and can go into effect. But he severed parts of the measure that related to how vehicle valuations are calculated in the Puget Sound region.
