    Council OKs two grants for Betz Park fields, wetlands trail behind treatment plant By BECKY THOMAS Staff Reporter Water losses in Cheney were down in 2009, according to an annual report. Ten percent of all water in the city was lost, down from 19 percent in 2008 and 26 percent in 2007.     More and more, people are frustrated, disillusioned and angry with their government. A recent Pew Research Center study shows that trust in the government is waning as more people harbor angry feelings against our nation's legislators. The study showed 43 percent of respondents thought the government had a negative effect on their daily lives.     The University of Washington has named Michael B. Snowden, a 2005 Cheney High School graduate, to their spring quarter dean's list for 2010. Snowden will graduate in June with two degrees – Economics and Foreign Language/Norwegian. He is the son of Cheney residents Ron and Kami Snowden.     Eastern Washington University recently announced that Dick Winchell, Ph.D, has been invited by Mukogawa Women's University (MWU) to be the 2010 Fosseen-Kusaka Distinguished Exchange Scholar.
