MEDICAL LAKE – The Blue Waters Bluegrass Festival began with modest roots, echoing the early days when Bill Monroe first introduced Bluegrass to the world.
In 2002, a dedicated group of local residents dreamed of bringing a Bluegrass festival to the West Plains, despite some skepticism about the genre's appeal in their area.
