Proposal Description: Construct an 84-unit apartment complex with 140 parking stalls and stormwater improvements. It is anticipated that the construction will occur in 4 phases, each consisting of one building, associated parking, and garages. The first phase has been constructed. Approximately 10,000 CY of grading will occur over the 4 phases of development.

Proposal Location: Parcel #’s 45094.0500; addressed as 1624 N Bowdish Avenue, Spokane Valley; the site is generally located northeast of the Mission and Bowdish intersection; further located in the SE ¼ of Section 9, Township 25 North, Range 44 East Willamette Meridian, Spokane County Washington.

Lead Agency: City of Spokane Valley

Determination: Pursuant to Title 21 (Environmental Controls) of the Spokane Valley Municipal Code, the lead agency has determined that this proposal does not have a probable significant adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of the completed environmental checklist, the application, Spokane Valley Municipal Code Titles 19, 21 and 22, and other information on file with the lead agency. This information is available to the public on request.

This DNS is issued under WAC 197-11-340(2); the lead agency will not act on his proposal for 14 days from the date issued. Comments may be submitted beginning June 28, 2024, thru July 12, 2024 at 5:00 p.m.

Appeal:  An appeal of this determination shall be submitted to the Economic Development Department within fourteen (14) calendar days after the date issued.  The appeal must be written, and specific factual objections made to the City’s threshold determination.  Appeals shall be conducted in conformance with Spokane Valley Municipal Code (SVMC) 17.90 Appeals, and any required fees pursuant to the City’s adopted Fee Schedule shall be paid at the time of appeal submittal.  Pursuant to WAC 197-11-680, appeals shall be limited to a review of a final threshold determination.
