Resident speaks on rezoning ordinance

CHENEY — The council heard from a resident on Ordinance Y- 41, Comprehensive Plan & Zoning Map Amendment at their regular council meeting on April 11.

The council previously voted to pass the first reading of Ordinance Y-41, Comprehensive Plan & Zoning Map Amendment, 5 for and 1 against, at their regular meeting on March 28.

“I am here to speak again about Ordinance Y- 41. I hope that the council holds firm in requiring Mr. Tarbert to provide a relocation plan before moving forward with a second reading of the ordinance,” Corinna Bockstruck, a resident of the city, said.

“I imagine it may take some time to put together such a plan, and I believe this is a great opportunity to take the concerns raised by residents and explore ways to proactively build protections for tenants into city code and policy.”

The ordinance was previously modified to reflect the establishment and history of the Presnell Mobile Home Park currently located on the property named in the rezoning application, and surrounding land, including how it came to be non-conforming to the current Zoning designation.

Tarbert has been asked by council in the past who he feels is responsible for the residents of the mobile home park.

Ultimately, Tarbert has said, a significant responsibility does lie with the owner of the trailer.

Tarbert went on to describe the potential timeline for any project that may be developed, and stated that, at a minimum, the residents would be given two years notice if he decides to develop the land. He added that the current rezoning, if passed, would not change the status of the mobile home park.

“For several council meetings, we have been rightly focused on the housing needs of the residents of North Cheney Mobile Home Park, who continue to be at risk of displacement based on the council’s decision regarding the Tarbert Comprehensive Plan Amendment,” Bockstruck said.

Bockstruck urged the council to address the broader housing needs of the Cheney community.
