Council considers redesigning consumer costs for water in 2023

CHENEY – Council was presented with a water rate study by FCS which addressed projections on revenue requirements and water rate plans for the current infrastructure and water supply.

The rate re-design is being considered due to predicted increases such as inflation. Several options for rate designs were presented by FCS. Option one involves keeping the current water rate for multi-family consumer groups fixed for five years, dispersing the increase across other groups.

Option two entails decreasing multi-family costs by $0.50 per year for five years and increasing the costs to other customer groups to compensate.

Councilman Paul Schmidt said “I rather prefer option one over option two. What I see is that we need to be thinking ahead, that’s why I prefer a more gradual increase in rates.”

“There’s no easy way to keep up with inflation, but we shouldn’t favor one customer group over another.” Schmidt said.

Todd Ableman, Director of City Planning, said “The idea behind having options for cost recovery is that some groups are currently paying more than their fair share.” Speaking in reference to multi-family residences, Ableman said “Making some changes over time would even out their individual responsibility for cost recovery.”
