Airway Heights council to consider water supply issues, roundabout at April 6 meeting

AIRWAY HEIGHTS -- The City Council moved five items out of last Monday's study session for passage consideration at its next meeting April 6 -- one of which dealt with what to do once the Air Force releases its analysis of options to deal with contaminated groundwater in the area.

Council will consider a $27,500 appropriation to hire consultant to perform a hydrogeological assessment of the contamination, allegedly created when firefighting foam used at Fairchild Air Force Base leaked into the aquafer over a number of years. The city feels it needs to take this action because officials believe they need to move the city's water supply source outside of the contaminated area, whereas they feel the Air Force's analysis will recommend treatment of the existing wells.

"That's troubling to us," Public Works Director Kevin Anderson said, adding that doing a hydrogeological assessment will allow Airway Heights to "get out in front" of the Air Force's report.

Council also agreed to move to resolutions forward that deal with land use. The first is working on an interlocal agreement with S3R3 Solutions for a preliminary design of the 6th/12th Corridor project. The project will eventually connect 6th Avenue at Craig Road and extend along the 10th/12th avenues corridor into the city of Spokane beyond Flint Road.

The cost of the design work has yet to be determined, but is estimated in the $200,000 -- $250,000 range. The design work would be paid out of the city's Transportation Benefit District funds.

Council will also consider a $18,490 contract with Epic Land Solutions for right-of-way services involving a proposed roundabout at the intersection of Craig Road and U.S. Highway 2. Anderson said Epic will evaluate land needed for the work, appraise the land and then follow up with contacting property owners about purchasing the land.

Finally, council will consider adopting the Airway Heights portion of the Spokane County Hazard Mitigation Plan update, along with other parts of the plan, and will consider a rezoning of 4.63 acres of R-1 residential land in the Arrowleaf Townhouse Development to R-2 duplex residential.
