Church project would demolish Rosebrook Motel

Cheney’s planning department has issued a mitigated determination of non-significance for an application to combine two separate parcels on 1st Street into one for future construction of a church. The location of the parcels are 304 and 316 W. 1st, at the intersection of 1st and Salnave Road.

No public hearing is required on the project, however a public comment period is open until 5 p.m. Feb. 13. The project applicant is Fellowship Baptist Church, which owns both parcels and is proposing to construct a 10,620-square-foot building with associated parking and landscaping.

The parcel was originally split into two separate lots in March 2007. The northern parcel is the location of the Rosebrook Motel, a low-income housing development with 13 apartment units. The motel consists of two, 1950s-era cinderblock single-story buildings, both of which will be demolished.

According to the application, Fellowship Baptist representatives have been in contact with motel tenants, who have been given nine months notice to vacate.

“The Church is pledging logistical assistance to help find alternative housing,” the application states. “In some cases, financial assistance has been and will likely be given to help those relocate.”

Future access to the site will be from 2nd Street only, with the 1st Street entrance eliminated. The project will eliminate 13 parking spaces, but will provide 45 parking spaces once church construction is completed. The application estimates that Sunday morning church activities will generate roughly 80 vehicle trips.

The site is currently zoned C-2, general commercial. Construction is estimated for spring, 2019.
