    This holiday season Cheney High School student leadership clubs will work to help community families in need by hosting a school wide Toy Drive to benefit the Tree of Sharing. Five of the school’s clubs have challenged each other to a contest to see who can raise the most toys for the cause. The clubs competing are DECA, FBLA, FCCLA, FFA and Spanish Club. Right now, programs in both Hallett and Michael Anderson elementary schools are up and running. The hour and a half programs at the elementary schools are after school and run on alternating days.     The unsung heroes in the Spokane region were honored last week at the annual Red Cross Hometown Heroes event, Thursday, Nov. 15 at Northern Quest Resort and Casino.   • Airway Heights approves 1 percent property tax increase

    The Airway Heights City Council approved a 1 percent increase in property tax rates for 2013 at its Monday, Nov. 19 meeting. The increase, according to city treasurer Richard Cook, amounts to 2 cents per $1,000 assessed value. The amount paid in taxes would have increased regardless, due to the city’s assessed valuation dropping for the first time in several years.     A forum at the Cheney Library last Wednesday night to provide information on the issue of coal trains rumbling through Cheney likely produced more questions than answers and generated discussion over more than just increased rail traffic through the city.     The Cheney City Council wrapped up its hearings on the 2013 budget with Nov. 13 presentations from officials in the Light, Public Works and Administration departments. Light Department revenue and expenses will grow by 4.83 percent to $8,061,300 in 2013. Much of the revenue – just over $7.31 million, up 2.2 percent from 2012 – comes from charges for service, with the increase reflecting growth in the residential sector, Light director Joe Noland said.
