    Richard Michael Colby lived his life well. Richard, better known as "Dick," was born on June 16, 1940 in Spokane, Wash. and passed away May 28, 2015. In 1961, Dick was married to his best friend, Sharon (Olson) Colby. Over time, they had four sons: Michael, Kelly, James and Lynn. Later came two grandsons, Kees and Aaron.     The sanctions City Council imposed on Airway Heights Mayor Patrick Rushing started taking effect. During Monday’s meeting, council voted 5-0 to remove Rushing as the Airway Heights representative on the Spokane Regional Transportation Council. They also voted 5-0 to remove him as the city’s representative on the Spokane Transit Authority Board and appointed Councilman Steven Lawrence in his place.     With all but one director present, the Cheney School Board unanimously adopted its 2015-2016 school year budget at a special meeting last Wednesday, July 29. The meeting was called because precise budget figures were late in getting to the school district due to the Legislature’s failure to adopt the state’s $38.2 billion two-year general operating budget until early July.     Despite being under a tight deadline, Medical Lake School District staff completed the 2015-16 fiscal budget in time for the board of directors to pass it at their July 28 meeting. The general fund revenue is $20.41 million, with last year’s ending fund balance at $1.4 million. Expenditures are $20.81 million, 6.7 percent more than 2014-15.     At its July 21 meeting, the Medical Lake City Council unanimously adopted a resolution that approved the city’s proposed six-year transportation improvement plan for 2016-2021.
