    Cheney City Council members unanimously approved the receipt of money for one street project, the awarding of a contract for another and filling out an application for future work at the regular bi-monthly meeting July 23. The council accepted a $98,700 award from Spokane County’s Community Development Block Grant (CDBG) program to help pay for replacing water mains on L Street between Third and Fifth streets, and D Street between Second and Third streets.     A Cheney man was killed in a collision on west State Route 904 near milepost 5 last Thursday evening. According to a Washington State Patrol news release, Justin R. Travis, 37, had stopped his 2010 GMC Yukon and boat trailer partially on the shoulder of the road while waiting for his home’s entry gate to open, partially blocking the westbound lanes.     The cause of a brush fire near a West Plains mobile home Saturday evening was apparently caused by some childs’ play. Fire investigators have found that the initially reported 50-acre brush fire, now downgraded to 12.5 acres, was started by two children who were playing with a lighter.     Spokane County has implemented a burn ban in all unincorporated areas of the county, prohibiting the use of unauthorized opening burning or recreational fires. The ban went into effect Monday, July 22 and is in place until further notice.
