    Cheney’s Planning Commission approved a recommendation to allow a zoning change for a proposed student-housing complex across from the city’s pool and Hagelin Park. The 3-2 vote at the commission’s June 12 meeting came after a second public hearing, and included changes and a spirited commission discussion.     The West Plains Recruit Structural Academy graduated 17 firefighters from its recent class during a June 8 ceremony at Medical Lake High School's auditorium. The academy consists of firefighter recruits from Airway Heights and Medical Lake fire departments and Spokane County Fire District 10.     Medical Lake continues to make some progress in reducing the water it produces and consumes. According to the most recent water efficiency report, Medical Lake produced and purchased 279.2 million gallons of water in 2016. This is about a 3 percent decrease from 2015 when the city pumped and bought about 286.7 million gallons, which was lower than the year before. Water consumption declined as well.
