    Medical Lake Middle School teacher David Dormaier recently became a member of an illustrious group - the KHQ/Eastern Washington University Teacher of the Month.     The Spokane County Board of Commissioners have been longtime opponents of the Spokane Tribal Economic Project (STEP), and now it appears they are taking the battle to the court room.     The Medical Lake School District will have several new additions to its bus fleet next year. During its May 23 meeting, the school board of directors approved an order to purchase five propane powered 72-passenger buses for $610,000.
