Input sought on water plan, critical areas and zoning changes

Cheney planning department staff are looking for public comment on three revisions and updates to the city’s planning and zoning documents.

The first is a proposed update to the city’s existing water system plan dealing with the water supply that serves approximately 9,500 persons from groundwater wells. The plan was developed to meet Washington Administrative Code requirements and provide comprehensive planning to meet future water supply requirements for the service area.

The comment period for public input on the plan ends May 3. A public hearing will be part of the planning process.

The city is also proposing changes to its critical areas ordinance. Critical areas include “ecosystems: areas with a critical recharging effect on aquifers used for drinking water, fish and wildlife habitat, frequently flooded areas, geological hazardous areas and wetlands and streams.”

The public comment period on the ordinance changes ends May 4, with a public hearing scheduled for the May 14 meeting of the Planning Commission.

Finally, changes are being proposed to the city’s municipal codes under chapters 21, 22 and 23 in order to bring consistency between the codes and the city’s comprehensive plan. These include changes regarding residential uses in commerical zones and requirements related to mixed use projects.

The comment period for these changes ends May 4, and a public hearing will also be held at the May 14 Planning Commission meeting.

Dye to serve on House Appropriations Committee

State House Republican leadership recently selected Rep. Mary Dye (R-Pomeroy) to serve on the House Appropriations Committee. According to an April 18 news release, an official invitation from the state Speaker of the House confirmed the appointment.

The House Appropriations Committee considers the operating budget bill and related legislation, budget processes, and fiscal issues such as pension policy and compensation. The committee also considers bills with operating budget fiscal impacts.

Dye also serves on the House Capital Budget Committee and the House Environment Committee. The House Capital Budget Committee allocates funding for the construction and repair of public buildings and for other long-term investments, such as land acquisitions and transfers. The committee also considers state money that is either given or lent to local governments or nonprofit organizations for infrastructure, housing, and cultural and heritage facilities.

The House Environmental Committee considers issues relating to the State Environmental Policy Act, the Shoreline Management Act, air quality, aquatic lands, oil spill prevention, recycling and solid waste, hazardous waste, toxics, climate change, and parks and recreation.

Cheney man injured in motorcycle accident

A Cheney man was injured when the motorcycle he was riding drifted into another vehicle’s lane on Interstate 90 in the city of Spokane last Friday.

According to a April 20 Washington State Patrol press memo, 50-year-old Jeffrey S. Sundholm of Cheney was riding a 2017 Harley Davidson FLSTC westbound at approximately 6:48 p.m. Sundholm was driving in lane three when he drifted into another westbound vehicle, a 2014 Subaru Crosstrek, driven by Bette McGlynn, 84, of Liberty Lake in lane two and crashed.

Sundholm was injured and transported to Sacred Heart Medical Center. McGlynn was not injured.

The State Patrol listed the cause of the accident as lane travel, and charged Sundholm with driving under the influence.
