Last June, the Republican leadership in Congress, including Cathy McMorris Rodgers, was able to pass Trade Promotion Authority that gave President Obama unconstitutional ability to regulate commerce with foreign nations including the fast tract authority to negotiate the Trans-Pacific Partnership.
