    In what was really more a formality, the Cheney City Council adopted the city’s Comprehensive Municipal Solid Waste, Recycling and Moderate Risk Waste Management plan by a unanimous vote at its meeting Tuesday night.     Thomas Homer Hutchings passed away June 27, 2014 at his home in Cheney, Wash. He was born July 13, 1934 at Surveyor, Penn. Mr. Hutchings served 20 years and 8 months in the U.S. Air Force before retiring at the rank of staff sergeant. He moved to Cheney in 1973 and enjoyed hunting, fishing and spending time with his family. He will be greatly missed. The board of directors approved a resolution to pass the budget at the June 24 school board meeting.     SPOKANE – The federal government automatically activated a disaster relief program on May 28 for farmers and ranchers in Chelan, Lincoln and Walla Walla counties affected by recent drough conditions.     SPOKANE COUNTY — On June 12, Senate Bill 5141 went into effect changing rules governing motorcyclists on public roadways. The new law adds a section to RCW Chapter 46.61 governing the rules of the road for Washington State.
