Webb, who grew up in Ephrata, Wash., played varsity volleyball, girls' basketball and tennis in high school. She attended Gonzaga University then transferred to Eastern Washington University in 2010.     Long-time Cheney resident Raymond P. Whitfield passed away Saturday, June 21, at Cheney Care Center at age 98. Born in Big Timber, Mont., Ray moved with his family to Sunnyside, Wash. in 1918. He grew up in Sunnyside, graduating from Sunnyside High School in 1934. After working for four years in a local bank, Ray enrolled at Central Washington School of Education and earned a degree in history. While at Central, Ray was a top-ranked tennis player.     Pat passed peacefully with family by her side on June 15, 2014 at Sacred Heart Hospital Spokane, Wash. Pat was born to Orville and Bess Elmore on Sept. 8, 1932 in Cheney, Wash.     The Cheney School District's board of directors unanimously passed the district's $45.7 million 2014-2015 general fund budget at their regular meeting June 25. The amount is just over 8.4 percent more than the district's projected expenses for the 2013-2014 fiscal year, with a projected revenue increase of 7.25 percent over last year's numbers.     The Medical Lake Planning Commission continued discussions about whether or not to allow a marijuana retail, production and processing facility in city limits at their June 26 meeting.
