    For the second time in just 67 days, the Cheney School District’s $44.88 million construction bond to expand and renovate its high school appears headed for defeat. As of late Tuesday evening, April 28, the bond was receiving 54.20 percent yes votes, but needed a 60 percent supermajority for passage.     One hundred twenty-five years ago in 1890, the City of Cheney obtained title to Fish Lake to use as its water supply. Ownership of the lake lasted until 1947. The pumping system came from a Portland firm. Prior to this, the municipal water system consisted of several wells on First Street and multiple private residential wells. The other week my wife cashed in my Alaska airlines miles for a roundtrip ticket for me from Spokane to Tahoe, via the Sacramento airport for a family vacation. Twelve dollars for the ticket, minus 9/11 fees, real cost $6.50.
