    The first Northeast A League track meet produced some pleasant surprises for Medical Lake. The meet, which featured Medical Lake and Newport visiting Freeman last Wednesday saw the Cardinals turn in some better than expected team scores and see the emergence of what may be a secret weapon.     Washington State Patrol investigators are looking into allegations the former manager of the Cheney Crime Laboratory mishandled and misrepresented work on case files stretching back possibly five years or more. A statement from the WSP on Tuesday indicated investigators knew of at least five cases that had been mishandled.
