    Cheney Parks and Recreation is currently in a competition to receive a chunk of money to go towards a park in the city. The way they can receive the grant is by the community going onto www.meetmeatthepark.org and vote by writing in Cheney daily until April 30.     We recently exited quite a winter. It was snowy, cold and long. In some ways it lingers. From a celestial standpoint, winter began Dec. 21, 2016, but some might argue it was earlier, on Nov. 9.
