    The Cheney Planning Commission voted 4-1 on Monday night, March 17, to approve moving the city’s interim marijuana facility zoning ordinance a step closer toward final adoption and incorporation into its municipal zoning code.     A graduate of Eastern Washington University’s ROTC program has been named the new commander of one of the U.S. Army’s most prestigious and historical units. Maj. Gen. Gary J. Volesky will take over command of the 101st Airborne Division, known as the “Screaming Eagles,” one of 10 active divisions in the Army and the only one designated specifically as an air assault division.     The Medical Lake High School Circuit Breakers team competed in the FIRST Robotics Competition, March 14-15 at Eastern Washington University. The Circuit Breakers earned the Highest Seeded Rookie award for 19th place in the 2013 competition. In this year's event, the team, who went 2-3 in the elimination rounds, came in 11th place and earned 37 points.     Cheney School District’s board of directors voted unanimously at their March 12 meeting to hold a public hearing March 26 to discuss an offer to purchase the district’s former administration building. NAI Black Realtor Mitch Swenson told the board an offer had been made on the Fisher Building, which began life as the district’s high school in 1929, for $950,000 cash, contingent upon financing.     Cheney’s City Council adopted a resolution at its March 11 meeting updating fees and charges for 2014 city services that provide revenue for the general fund. The City Council approved an ordinance March 11 raising sewer rates $5 for the remainder of 2014 for all users and another $3.25 in 2015, pending a review of the city's wastewater treatment plant flows.
