    CHENEY Feb. 23 Police stopped a vehicle on the 1500 block of First Street for failure to signal. Upon contacting the driver, the officer noticed the smell of marijuana. Permission to search was given, and marijuana was found. Arrested was K.M. Lester, 21, for possession of marijuana, possession of drug paraphernalia and failure to signal.   • Governor signs Spokane Tribe gaming compact

    By MIKE HUFFMAN Staff Reporter The Spokane Tribe of Indians has had an eventful two weeks with the state Gaming Commission's recent 6-3 approval of a gaming compact, which will regulate the number of slot machines the tribe can operate at its two casinos. Gov. Christine Gregoire ratified the deal Feb. 16.
