    Next month will mark Cheney police dispatcher Don Caterson's 19th year with the department. That longevity brings with it a lot of experience he has imparted to newer dispatchers and even some officers, one of the reasons why Caterson has been named Cheney's Dispatcher of the Year. So far to date there have been 335 influenza hospitalizations within Spokane County this season (284 A, 51 B).     A fire that destroyed a four-unit building at Cheney's Washington Square Apartments may have been caused by a lit candle and a cluttered computer desk. According to a report written by Spokane Fire Department investigator Lt. Steve Jones, obtained through a Cheney Free Press public records request, listed the official cause of the Aug. 5 blaze as undetermined.
